Recommendations
The OIG recommends that the Executive Director for Operations develop and implement an agencywide digitization plan for permanent records at the Federal Records Centers, requiring each office to identify and assess its mission-related records and determine which boxes must be digitized.
The OIG recommends that the Executive Director for Operations coordinate with the Office of the Chief Information Officer to retrieve only the boxes identified as necessary for digitization and ensure that all digitized permanent records are accurately incorporated into the Agencywide Documents Access and Management System with the required metadata.
The OIG recommends that the Executive Director for Operations conduct an agencywide assessment of all onsite analog permanent records, with each office responsible for evaluating its own holdings to determine digitization needs, mission relevance, prioritization, and current storage conditions.

The OIG recommends that the Executive Director for Operations identify and implement an appropriate electronic records system for the Office of the Secretary’s allegation and investigative files and transition those permanent records out of analog storage.
