Recommendations

Develop and maintain current, written Emergency Plans (EP) appropriate for natural disasters and hostile actions against their [licensee] facilities in accordance with NSA/CSS [National Security Agency/Central Security Service] Policy Manual No. 3-16.

Review COMSEC emergency plans annually.

Include current emergency plan information and COMSEC equipment user duties with COMSEC equipment testing.

Procure a secure fax maintenance support contract that specifies maintenance performance standards and links these standards to vendor compensation.
